Administrative History Misurata is the third largest town in Libya with a population of 130,00 in 1980 in the immediate subregion. The then current Five Year Development Plan designated the subregion as an area of major growth in both population and employment. The Municipality of Misurata required planning strategy for an estimated four-fold increase in population by the year 2000. RMJMP were commissioned to undertake the Central Area Planning Study (CAPS). The aims of this study were to harness and control the pressures of growth for the benefit of the town. The CAPS study commenced in April 1981 with the final report and drawings completed in December 1981. RMJMP were then commissioned to provide a Technical Assistance Team (TAT) to assist them in responding to early pressures. The TAT was set up in early 1982 and was eventually wound up in 1986. Its prime function was to co-ordinate and manage the implementation of the detailed proposals of the CAPS study.
