Scope and Content A wide road leading to stone pillars and low walls with ornate wrought iron railings at the entrance to a city park, with an arched metal footbridge and a gate lodge in the grounds. The gate house is of Scottish baronial style, with crow step gables and decorated stonework. The metal bridge spans the path leading through the park. There are flowerbeds on the lawns and mature trees in the grounds. The Mills Observatory is sited in the park on the summit of Balgay Hill.
