No 21 Roxburgh Street is a three-storeyed block thought to date to the early nineteenth century, and is depicted on John Wood's 1823 'Town Plan of Kelso'. The upper floors of the building have been rendered and worked to resemble roughly hewn rubble blocks. The building's windows appear to have retained the original style 12-pane traditional sash windows. As with many similar buildings in Kelso, the ground floor is a shop. This appears to be relatively modern in date.
