Complex and sophisticated headquarters grouping, serving two different local authorities (Paisley Burgh, Renfrew County Council) and a police authority. Despite a 6-storey height restriction, because of the proximity of Paisley Abbey, the design, in the words of the compeition assessors, succeeded in reconciling its 'intimate yet respectful relation to the Abbey' with an 'appropriate grandeur of urban space'. The original layout plan envisaged a sinuous line of buildings focused on a complex of council suites serving both authorities, with a 'civic concourse' beneath; but this central group was not fully completed. All buildings are of reinforced-concrete frame with precast cladding, and are designed on a four-foot module. (Fig. 4.68).
