Scope and Content Elevation of Lochmaben Town Hall, Dumfries and Galloway Lochmaben Town Hall replaced an earlier building which was in poor repair by 1723. The building costs were met by local subscriptions. In 1741 the Marquis of Annandale paid for the construction of a steeple. The statue blocks an original window. It represents Reverend William Graham, a local benefactor who died in 1887. The top floor of the steeple block was added in 1887 when the open booths were blocked and the ground-floor was refaced.
