Scope and Content Kelso Town Hall, Scottish Borders Kelso Town Hall was built in 1816 to replace an 'old and ruinous' tolbooth on the same site. It was paid for by the 5th Duke of Roxburghe and from a local subscription. Some of the old tolbooth's stone was probably reused. Originally, the ground floor had an arcade on three sides forming a covered market. The rest of the building was plain and unornamented except for roof-top balustrade. This was changed in 1904-6.
