Scope and Content Elevation of Clackmannan Tolbooth and Mercat Cross, Clackmannan Clackmannan tolbooth is in late 17th-century style. However, the parliamentary order to build one came in 1592. There was concern because the sheriff had to hold open-air courts at the mercat cross and even keep prisoners in his own house. The mercat cross on the right of the tolbooth was donated by Sir Henry Bruce in the 17th century. It is decorated with the Bruce arms, and also has marks probably caused by prisoners' chains.
