Scope and Content Plans of Culross Town-house, Fife Culross Town-house was built in the early 17th century, probably replacing an early tolbooth dating from before 1588. The ground-floor jail was used until the beginning of the 19th century. The first-floor debtors' room was used for criminals in the early 19th century. The garret also served as a jail.
