Scope and Content Rothesay was an industrial town and commercial port long before its expansion due to tourism. The earliest industries set up to take advantage of the water supply from the Water of Fad, and in 1779, Scotland's second cotton mill was established in Rothesay by James Kenyon. A number of small mills were established, basing themselves around Barone Road, Russell Street and Mill Street. The focus for the town's industry remains in this vicinity today. This terrace of three, three-bayed, two-storeyed houses at 17, 19 and 21 Russell Street date from c.1840. Five Scotch dormers have been added into the attics of 17 and 19. The ground floor of 21 Russell Street has had the outer bays filled in during an overall refurbishment of the terrace by Bute Housing Association in 1985. All houses retain their six-over-six sash and case windows. Prior to refurbishment, this block contained 21 separate properties with eight WCs in brick buildings in the rear courtyard. The terrace may have been built to house millworkers from the local mills.
