Administrative History Now included within the City of Edinburgh, the port of Leith had many of the symptoms of a depressed inner city. Over the years it had lost much of its resident population, jobs and prospects for future improvement are not good. The Central Area is the traditional business centre of Leith with a rich legacy of buildings of historical and architectural importance forming a valuable townscape. Many premises lay vacant or underused, reflecting the depressed demand for commercial and industrial space and highlighting the problems of adapting listed buildings for alternative use. This study investigated the prospects for halting the decline of the Central Area and for strengthening its capability for revitalisation. To attain these aims, the study set out to establish the extent of the problem within the Central Area and to investigate the potential by the adaptation and conservation of vacant buildings for alternative use. An appraisal of the cost involved in rehabilitating vacant buildings in line with current building legislation and likely user requirements is outlined and compared with the market demand, and positive conclusions drawn. The Study extended to incorporate two associated but secondary objectives: to improve strategic and local access by traffic management, and to establish a methodology for appraising and evaluating uses compatible with vacant buildings with a view to a wider application elsewhere in Leith. The central Area Study formed part of a wider economic study for the regeneration of Leith and subsequently the Scottish Development Agency set up and office int he Central Area to encourage and facilitate the implementation of the study.
