Administrative History In 1974-5 it was decided to review the non-statutory category of C listed buildings with a view to recategorisation and revision of list entries. Previously all C listed buildings had had no legal protection, a matter which had caused much debate since the inception of the listings system. In 1974 a new category C(S) was created that gave certain C listed buildings legal protection and raised the bar for a building to be B listed. It was decided to survey the buildings which had previously had no statutory status in order to create a record of their existence. The buildings were surveyed by 'vocational students', starting in June 1975. The survey comprised all of Scotland and students used photography to record the buildings. This survey revealed that many of the buildings deserved a higher category of listing. In many cases C listed buildings, which hadn't been legally protected, had been demolished or radically altered.
