Scope and Content Plan for Improving the City of Edinburgh, 1786 By James Craig In 1752 a series of 'Proposals', initiated by the then Lord Provost George Drummond, suggested improvements to the city including the building of a New Town. The first new residential project, the building of George Square to the south, began in 1763-4. This shows James Craig's plan to 'bridge' the Cowgate and thus make access to the southern suburbs much easier. His plan included a series of public markets, arcaded for shelter, and an large octagonal 'square' around the Tron Church on the High Street. James Craig's plan was rejected by the Town Council. A simpler plan by Robert Kay, a modification of Robert Adam's scheme which proved too expensive to build, was built in 1785-8, and his design of 19 arches has only one, across the Cowgate, left open.
