Scope and Content Basement steps, No 28A Royal Circus, Edinburgh Royal Circus, designed by William Playfair in 1820 based on an original plan by Robert Reid and William Sibbald in 1801-2, was built as two sweeping crescents on opposite sides of a great circle, cut diagonally by a road running downhill to Stockbridge. These stone steps run down from the street to the basement. On the third step down below pavement level is a metal plunger, which, when operated by foot, opened the gate to the basement area. A foot plunger was a clever device which operated through a system of wires and levers, similar to those for bell-pulls or for levers on stair landings that opened the common stair door, to open the gate for access to the basement area.
