Scope and Content Elevation of Newburgh Town-house, Fife Newburgh Town-house replaced an earlier 16th century tolbooth after the town council petitioned the Secretary of State for War, Henry Dundas, for government assistance in building a new tolbooth. Work began in 1808. The ground floor housed two little-used debtors' cells at the rear and a library at the front. In 1837 the cells became a small corn-market and the library was converted into a cell. Source: RCAHMS contribution to SCRAN.
