The turned-over edges and stitch-holes indicate that this item sheathed a heavier leather insert, to create a robust strap. Three pairs of holes, set at slight angles, suggest that this may have been the cross-strap of a cartridge bandolier, with holes for hanging the double-strung wooden powder-boxes.
